MINUTES OF THE SPECIAL MEETING OF THE COOK COUNTY BOARD OF COMMISSIONERS

Grand Marais, Minnesota

July 30, 2008

The Board met in special session this 30

th day of July, 2008, at the Courthouse in Grand Marais,

Minnesota.

The meeting was called to order at 9:00 a.m. with the following members present: Commissioners

Fenwick, Hall, Johnson, Martinson, and Sobanja. Absent: None.

County Board Chair Martinson led the Commissioners in reciting the Pledge of Allegiance. Motion

was made by Hall, seconded by Sobanja, and carried to amend the agenda for the meeting as presented.

Timothy Nelson, Planning Director/Solid Waste Officer, appeared before the Board. Nelson and the

Board discussed the suspension of the Solid Waste Hauler License for Ray Pederson, doing business as

Pederson Disposal. Ray Pederson was present for this discussion. Nelson reported that Pederson had

not yet reached resolution with the State Department of Revenue, and so his license cannot be

reinstated. Planning Director Nelson and County Attorney Tim Scannell have been working on this

issue, in consultation with attorneys and staff representatives from the MN Dept of Revenue. The

Board discussed the need to support local businesses, the need for garbage service in all areas of the

county, and how the County and/or State should proceed if the issues with the MN Dept of Revenue

are not resolved. Following significant discussion, consensus was for Nelson and Scannell to continue

to work on this issue. The Board will discuss the Pederson Disposal Solid Waste Hauler License again

at its August 12, 2008 County Board meeting.

Commissioner Martinson reported that John Amundson, who owns property directly below the

Gunflint Trail Horse Park, would like the County to repair his driveway, which was damaged by the

June 6

th flash flood. Amundson believes that the County bears some responsibility, as the County horse

park construction contributed to the flood damage. Commissioner Fenwick noted that many properties

were affected by the flash flood, and that the horse park was in compliance with all stormwater

ordinances and site inspections. No action was taken by the County Board regarding this issue.

There being no further business, motion was made and carried that the meeting be adjourned.
